Evaluation: Cross-Site and Local

The ETAC employs mixed methods to conduct a rigorous, cross-site evaluation with all 10 demonstration sites. The goal of this evaluation is to:

  • evaluate multi-site patient outcome data using federally-approved indicators to understand intervention effectiveness;
  • conduct key in-depth interviews with clients and program staff to characterize barriers and facilitators to testing and care before and after intervention implementation; and
  • collect cost data to determine the kinds of interventions that are most cost-effective.

 

In addition to the cross-site evaluation, the ETAC supports each site’s local evaluation. Local evaluations tailor to the specific intervention that the site designs and implements, offering the opportunity to delve in depth into experiences specific to various subpopulations. For example, sites working with jail-based providers to reach incarcerated populations can address experiences specific to this context that might not be fully captured in the cross-site evaluation.
